MMR to get Climate Action Plan

When the Mumbai Climate Action Plan (MCAP) was released, experts said it is not enough to simply have a climate plan for Mumbai city and suburbs alone, because pollution and climate do not respect administrative boundaries.

Now, seven months later, the Mumbai Metropolitan Region Development Authority (MMRDA) is preparing a similar plan for the entire MMR. The aim is to assess the carrying capacity of the region which is poised for rapid development with mega projects such as the MTHL, the international airport, various Metro lines, the Mumbai-Nagpur Expressway, the Bullet Train, etc on the anvil.

The MMRDA will be working with the United Nations Environment Programme (UNEP) to draft the MMR Climate Action Plan. The authority will then incorporate the study’s findings while planning various development projects as the growth has to sustainable. In a way, the MMR-CAP will be the sustainable planning document to guide the expansion of the MMR. 

Unlike the MCAP, which estimated the total carbon footprint of activities in two districts (Mumbai city and suburbs) measuring around 480 sq km, the MMR-CAP will measure the total ecological burden from various activities across an area of 6,328 sq km, consisting of eight other municipal corporations including Thane, Kalyan-Dombivali, Navi Mumbai, Ulhasnagar, Bhiwandi- Nizampur, Vasai-Virar, Mira-Bhayandar and Panvel, in addition to several municipal councils and over 1,000 villages in Thane, Raigad and Palghar.

The MMR-CAP will not have a ‘net zero’ target on the lines of the MCAP, which ambitiously aims to make Mumbai a carbon neutral city by 2050, twenty years ahead of India’s nationally determined target. 

The MCAP marked the first-ever stock-taking of Mumbai’s emissions by a government body and estimated the city’s total emissions in 2019 to be 34.3 million tonnes of carbon dioxide equivalent (tCO2Eq) greenhouse gases. A staggering 71% of this load can be attributed to the energy sector, followed by transportation which contributed 24%. The remaining 5% was attributed to the waste sector.

However, as the MCAP itself reveals, a truly net zero carbon balance for the city is virtually impossible within this time frame.

BMC launches on-street parking scheme

Parking is a vexed issue in any city – even in a planned city like Navi Mumbai -- given the lack of parking lots and a parking policy. 

Now, the BMC’s on-street pay-and-park scheme, an experiment in private parking slots on public roads, has been launched on two roads in South Mumbai. 

The roads have been ‘adopted’ by two housing societies -- Bakhtavar CHS on Narayan Dabholkar Lane for 10 parking slots and Sagar Kunj on Rungta Lane at Nepean Sea Road for six slots -- for a period of six months. 

The societies pay BMC Rs 6,600 per vehicle per month, which amounts to Rs 40,000 per month from the Rungta Lane parking slots and Rs 66,000 from Narayan Dabholkar Marg.

This experiment is part of the BMC’s Comprehensive Parking Management Plan (CPMP) to regulate street parking in three administrative wards — D (Grant Road, Peddar Road), K-West (Andheri, Juhu) and S (Powai, Bhandup).

Under CPMP, citizens who don’t have parking space inside their housing societies will be allowed to park on internal roads, and on the streets outside their societies, for a parking fee, provided it does not obstruct traffic.

The two South Mumbai societies submitted their applications three months ago to the BMC. A survey was conducted with the local traffic police and an NOC obtained from the latter. 

Other new concepts in CPMP include valet parking, pick-up and drop-off facilities, no-parking lanes, street parking zones, and a city parking pool, which will be an online aggregator platform that will have details of all parking spaces available within a ward. The parking plan aims to identify and optimise all available parking spaces in the ward.

The Mumbai Parking Authority (MPA) under the BMC, had held meetings in March with representatives of residential societies and citizens’ groups to discuss the plan and understand their parking space requirements.

The idea is to keep arterial roads as no-parking zones as traffic snarls are usually caused by unregulated and haphazard parking. 

The BMC has reached out to citizens living in housing societies in areas such as Malabar Hill, Peddar Road, Lower Parel, Worli, Andheri West, Juhu, and Powai, and urged them to fill out forms outlining their parking requirements. While Wards S and D appeared keen to begin the residential parking scheme, the response from Andheri West and Juhu has been tepid. Officials say the behavioural change aspect of the plan will take time. 

The BMC is also in talks with the traffic police regarding the appointment of parking wardens who will regulate parking within a ward. 

In a month-long survey last year, the MPA had collected and analysed available parking spaces, parking requirements for each type of vehicle, duration, pick-up/drop-off facility and loading/unloading facility, and strategically assigned spaces available for these functions.

BEST plan to reduce pvt cars

With a view to rid Mumbai’s roads of private cars, the Brihanmumbai Electric Supply Transport (BEST) is set to launch a premium bus service by mid-October. These buses will target corporate offices at BKC, Nariman Point, Cuffe Parade, Lower Parel, Malad, among other places.

A bus carries anywhere between 50 and 90 passengers. If these many self-driven car users shift to BEST buses, the roads will be less cluttered. Besides, electric buses reduce air pollution and the carbon footprint.

The launch of the premium service was slated for Navratri but was postponed due to a delay in getting certification from Automotive Research Association of India (ARAI) which is mandatory as these are electric buses.

The premium bus service will run with 100 buses in the fleet till December. Over the next year, the number is expected to go up ten-fold.

The service will make it possible for commuters to book their seats and travel in air-conditioned comfort without bothering about the traffic. It will be of great respite as it will run in peak hours with limited halts. The fares are expected to be cheaper than shared auto-rickshaws and taxis, with the facility of a monthly pass.

The seats can be booked through the Chalo app and no standees will be allowed. Commuters can relax and even charge their laptops and mobile phones while travelling. The app will help them track the bus, give information on the occupancy and also allow commuters to purchase seats in real-time before the bus arrives at the stop.

Equipped with ergonomically-designed seats for extra comfort on long journeys, with headrest wings and adjustable footrests, all buses will have a dedicated USB power port for every passenger. 

This is yet another feather in the cap of Maharashtra which has half the country’s e-vehicles.

E-buses soon between Mumbai and Pune

There was a time when travelling between Mumbai and Pune meant a ride in rickety State Transport buses, belching smoke. Currently, one can travel in AC comfort in Shivneri buses. Now, from the year-end, the ride will become eco-friendly as well with the Maharashtra State Road Transport Corporation (MSRTC) planning to introduce 100 trips of `Shivai’ electric bus services on the Borivli-Thane-Pune route. Charging stations and maintenance/repair workshops are being set up in both cities.

A fully-charged Shivai bus can run 300 km at one go. The vehicles with 322 KV batteries take three hours to get fully-charged from zero.

The MSRTC had launched its first e-bus service between Pune and Ahmednagar on June 1.

The air-conditioned Shivai will cover the distance of about 180 km between the two cities in approximately four hours. The maximum speed of these buses is 80 km per hour. 

Currently, 158 trips of the premium Shivneri bus service are being operated between Mumbai and Pune. On a daily average, 3,300 passengers travel by Shivneri. Similarly, 18 trips of Shivneri ply between Thane and Pune. The average daily ridership of this service is 500 passengers.

Most of the Shivneri bus services between Mumbai and Pune will be gradually replaced by Shivai. The Shivneri fleet will be deployed on other routes.

The MSRTC has around 16,000 buses in its fleet. The Corporation has placed an order for the procurement of 700 non-AC buses and 150 AC electric counterparts. Of the 150 buses, 100 will be introduced on the Mumbai-Pune route while the rest of them will be introduced on other inter-city routes of the state.

The MSRTC was established on June 1, 1948, with the inaugural bus service between Pune and Ahmednagar.

स्वच्छ भारत अभियानात सातत्य राखण्याच्या दृष्टीने व संपूर्ण नागरी भाग कचरामुक्त करण्याच्या दृष्टीने वैयक्तिक, सामुदायिक आणि सार्वजनिक शौचालयांकरिता, वापरलेले पाणी व मैला यांची प्रकिया, विल्हेवाट व पुनर्वापर करणे, सर्व प्रकारच्या घनकचऱ्याचे व्यवस्थापन करणे व जुना साठलेला कचरा व प्लास्टिक कचरा, बांधकाम कचरा यांची विल्हेवाट लावणे व व्यवस्थापन करणे यासाठी स्वच्छ भारत नागरी २.० चा प्रारंभ करण्यात आला आहे.

याच धर्तीवर महाराष्ट्रात स्वच्छ महाराष्ट्र नागरी २.० अभियान सुरु करण्यात आले आहे.

• सार्वजनिक ठिकाणची स्वच्छता आणि आरोग्य सुनिश्चित करण्याबरोबरच घनकचरा व्यवस्थापनाच्या १०० टक्के शास्त्रोक्त प्रक्रियेसह सर्व शहरे स्वच्छ व कचरामुक्त करणे.
• घनकचरा व्यवस्थापन करताना होणारे वायू प्रदूषण कमी करणे.
• एकल वापर प्लॅस्टिकच्या वापरात टप्प्या टप्प्याने कपात करणे.

शाश्वत स्वच्छता

या घटकाचा उद्देश नागरी स्थानिक स्वराज्य संस्थांमध्ये हागणदारीमुक्त दर्जा कायम ठेवणे हा आहे.

• वापरलेले पाणी जलस्रोतांमध्ये सोडण्यापूर्वी त्यावर प्रक्रिया करणे आणि प्रक्रिया केलेल्या पाण्याचा जास्तीत जास्त पुनर्वापर करणे.
• भुयारी गटार आणि सेप्टिक टाक्यांमध्ये धोकादायक पद्धतीने मानवी प्रवेश बंद करण्यात यावे.
• भुयारी गटार आणि सेप्टिक टाक्यांची संपूर्ण यांत्रिकीकृत यंत्रणेद्वारे स्वच्छता करण्यात येऊन हाताने मैला हाताळण्याच्या पद्धत पूर्णतः बंद करणे.

स्वच्छ शहर, स्वच्छ महाराष्ट्र आता स्वच्छ महाराष्ट्र अभियान २.०

देशातील सर्व शहरातील नागरिकांना स्वच्छ पर्यावरण व चांगले आरोग्य मिळावे याकरीता शहरांना स्वच्छतेची आणि नागरिकांना शौचालयाची सुविधा उपलब्ध करून देण्याच्या उद्देशाने २ ऑकटोबर २०१४ पासून केंद्र शासनाच्या वतीने  भारतात स्वच्छ भारत अभियानाचा प्रारंभ झाला. याच धर्तीवर राज्यात स्वच्छ महाराष्ट्र अभियान (नागरी) ची अंमलबजावणी सुरु झाली. 

उद्देश :

शहरातील ज्या कुटुंबांमध्ये शौचालय सुविधा नाही, अशा कुटुंबाना वैयक्तिक किंवा सार्वजनिक शौचालयांची सुविधा उपलब्ध करून राज्यातील शहरे हगणदारीमुक्त करणे तसेच घनकचरा व्यवस्थापन नियम २०१६ अंतर्गत शहरातील घनकचऱ्याचे व्यवस्थापन करून शहरे स्वच्छ करणे या दोन प्रमुख बाबींचा स्वच्छ भारत अभियानात समावेश आहे. 

महाराष्ट्र अभियानाच्या अंमलबजावणीसाठी नगर विकास विभागांतर्गत स्वतंत्र स्वच्छ महाराष्ट्र अभियान संचालनालय निर्माण करण्यात आले आहे. या अभियानाची अंमलबजावणी शहरस्तरावर नागरी स्थानिक स्वराज्य संस्थांमार्फत करण्यात येत आहे.

स्वच्छ भारत अभियानाच्या उद्देशानुसार राज्यस्तरावर हे अभियान यशस्वी करण्यासाठी नगर विकास विभागातर्फे  विशिष्ट घटकांवर लक्ष केंद्रित करण्यात आले आहे. 

• उघडयावरील शौचविधी बंद करणे.
• हाताने मैला उचलणाऱ्या सफाई कामगारांना या कामातून मुक्त करणे.
• नागरी घनकचरा व्यवस्थापनासाठी आधुनिक व शास्त्रोक्त पध्दतीचा अवलंब करणे.
• स्वच्छतेच्या अनुषंगाने सवयींमध्ये बदल करणे.
• स्वच्छते विषयी जागरूकता निर्माण करणे आणि त्याची सार्वजनिक आरोग्याशी सांगड घालणे.
• नागरी स्थानिक स्वराज्य संस्थांची क्षमता वाढविणे.
• भांडवली खर्च, देखभाल यासाठी खाजगी संस्थांचा सहभाग वाढवून सुयोग्य वातावरण निर्माण करणे.
• महाराष्ट्राचे स्वच्छता अभियानाचे धोरण
• शहर स्तरावरील स्वच्छतेचा व्यापक आराखडा तयार करणे. 
• खाजगी संस्थांच्या सहभागासाठी सुयोग्य वातावरण निर्माण करणे.
• क्षमता बांधणी करणे.
• नागरी भागातील हाताने मैला उचलणाऱ्या सर्व सफाई कामगांरांचा शोध घेवून ते काम करीत असलेल्या या कामामधून मुक्त करून त्यांचे पुनर्वसन करणे.
• घनकचरा व्यवस्थापनात काम करणाऱ्या कर्मचाऱ्यांच्या कामाच्या स्थितीत सुधारणा करणे.
• स्थलांतरीतांसाठीच्या सर्व तात्पुरत्या निवासस्थानात व शहरी बेघरांसाठीच्या निवासस्थानात शौचालयाची पुरेशी व्यवस्था करणे.
• शहरी भागातील बांधकामांवर काम करणाऱ्या कामगारांना तेथेच तात्पुरत्या शौचालयाची सुविधा उपलब्ध करण्याचे अनिवार्य करणे.
• सेवानिवृत्त, लहान मुली, गर्भवती व स्तनदा माता यांच्यासाठी वैयक्तीक घरगुती शौचालय बांधकामामध्ये प्राधान्य देणे.

नागरी स्थानिक स्वराज्य संस्थांविषयी सोप्या शब्दात !

महाराष्ट्र शासनाच्या नगर विकास विभागाची रचना समजून घेण्यापूर्वी आपल्याला राज्यातील नागरी भागाचे स्वरूप कसे आहे, हे समजून घेणे आवश्यक आहे. महाराष्ट्र देशातील मोठ्या राज्यांपैकी एक असून त्याचा विस्तार मोठा आहे. त्यामध्ये विदर्भ, मराठवाडा, कोकण, खान्देश असे वेगवेगळे प्रदेश यात असून मुंबई हे शहर हे आर्थिक केंद्र मानले जाते. मात्र केवळ मुंबई हे शहरच प्रगत शहर नसून पुणे, औरंगाबाद, नाशिक, नागपूर, कोल्हापूर अशा प्रगत शहरांचा समावेश आहे. राज्याला परंपरा आहे, इतिहास आहे. या इतिहास आणि परंपरेत जुन्या गोष्टींचा समावेश आहे तसाच आधुनिक गोष्टींचा इतिहासही उज्ज्वल आहे. त्यामुळे वेगवेगळ्या भागात अनेक पुढाकार, सुधारणा नवीन प्रयोग होत आले आहेत. या प्रवासात विसाव्या शतकापर्यंत सर्वाधिक लोकसंख्या ग्रामीण भागातील होती, पण ही रचना एकविसाव्या शतकाच्या उद्यापासून बदलली आहे. ग्रामीण भागात मोठ्या संख्येने असलेली लोकसंख्या नागरी भागाकडे जास्त वळली आहे. गेल्या जनगणनेपासून असे निदर्शनास आले आहे, कि ५० टक्के पेक्षा जास्त लोकसंख्या नागरी भागात वस्ती करून राहत आहे. त्यामुळे आपल्या राज्याच्या अर्थकारणाचा, समाजकारणाचा, राजकारणाचा केंद्र बिंदू ग्रामीण भागाकडून नागरी भागाकडे होत असल्याचे दिसत आहे. हे होत असताना नगर विकास विभागाची जबाबदारी खूप वाढलेली आहे, याचे कारण नागरी भागात राहणाऱ्या या मोठ्या लोकसंख्येची गरज पूर्ण करण्याची जबाबदारी नगर विकास विभागाकडे आहे.

नगर विकास विभाग, ही जबाबदारी यशस्वीरीत्या पूर्ण करताना दिसत आहे.

खेड्यांचा किंवा ग्रामपंचायतींचा विकास साधण्यासाठी ग्राम विकास विभाग असतो तसंच नगर परिषद, नगर पंचायती, महानगरपालिका यांचा कारभार नियंत्रणासाठी नगर विकास विभागाची निर्मिती आहे. ग्रामविकास विभागाची रचना ही पंचायती राज पद्धती प्रमाणे गाव स्तरावर ग्रामपंचायत, पंचायत समिती त्यावर जिल्हा स्तरावरची जिल्हा परिषद आणि त्यानंतर ग्राम विकास विभाग अशी एक रचना आहे. त्याचप्रमाणे विभागीय आयुक्त व जिल्हाधिकारी यांचे काही प्रमाणात नियंत्रण असते. या पार्शवभूमीवर नगर विकास विभागाची रचना थोडी वेळी आहे. या विभागात तालुका पातळीवर किंवा खंड पातळीवर पंचायत समितीसारखी व्यवस्था अस्तित्वात नाही. ग्रामपंचायतीमध्ये ग्रामपंचायत हा एकच घटक अस्तित्त्वात आहे. परंतु नगर विकास विभागाच्या अंतर्गत येणाऱ्या नागरी स्थानिक स्वराज्य संस्थांमध्ये प्रकार वेगवेगळे आहे. महापालिकांमध्ये 'अ' वर्ग, 'ब' वर्ग, 'क' वर्ग, 'ड' वर्ग अशा चार प्रकारच्या महापालिका नगर विकास विभागाच्या अंतर्गत येतात. नगर परिषदांमध्ये अ' वर्ग, 'ब' वर्ग, 'क' वर्ग असे तीन प्रकार येतात. यानंतर नगरपंचायत असते. नगरपंचायत ही ग्रामीण भागाकडून शहरी भागाकडे स्थलांतरित होणारी संस्था आहे. म्हणजे या भागातील नागरिकांच्या राहणीमानात बदल होत आहेत त्यामुळे हा परिसर नागरी क्षेत्र म्हणून विकसित होत आहेत. नगरपंचायत, नगरपरिषद आणि महानगरपालिका यानंतर जिल्हाधिकारी, विभागीय आयुक्त आणि राज्य शासन अशी ही रचना आहे. त्यामध्ये राज्य पातळीवर आयुक्त तथा संचालक, नगर परिषद संचालनालय यांचे अधिकार हे प्रादेशिक संचालक या नात्याने जिल्हाधिकारी आणि विभागीय आयुक्त यांना देण्यात आले आहेत. त्यामुळे नगर परिषदांवर नियंत्रण ठेवणे, त्यांच्या कारभारावर लक्ष ठेवणे आणि काही कलमांनुसार अपील चालवणे हे जिल्हाधीकारी आणि विभागीय आयुक्त यांच्या स्तरावर होत असते. प्रत्येक नागरी परिषद, प्रत्येक नागरी संस्था यांचे स्वरूप वेगळे आहे. वैशिष्ट्य वेगळे आहे. एखादे खेडे हे हळूहळू नागरीकरणाकडे जाते याचे काही दीर्घकालीन, नैमित्तिक कारणे असतात. एखादी ऐतिहासिक घटना, एखादा प्रसंग, भौगोलिक रचना, एखादी परंपरा अशी काही महत्त्वाची वैशिष्ट्य असतात. अनेकदा पर्यटनामुळे ग्रामीण भागाला नागरी भागाचा दर्जा मिळू लागतो. त्यामुळे हे वैशिष्ट्य प्रत्येक नागरी स्वराज्य संस्थेकडून जपण्याचा प्रयत्न केला जातो.

हे वैशिष्टय जपताना नागरी आणि प्रशासन यांनी एकत्र येऊन आपल्या शहराची वैशिष्टय, पर्यटकांच्या दृष्टीने महत्त्वाच्या असणाऱ्या वैशिष्ट्यांवर लक्ष केंद्रित करण्यात येत आहे. त्यांचे जतन आणि संवर्धन केले जात आहे.

भौगोलिक परिस्थितीनुसार, लोकांच्या गरजेनुसार प्रत्येक शहराचा विकासाचा कृती आराखडा तयार करण्यात येत आहे. अशा यंत्रणेतूनच विकसित शहरं आकाराला येऊ लागली आहेत.
