The Directorate of Municipal Administration

The Directorate of Municipal Administration (DMA) is a wing of the Urban Development Department which independently monitors the functioning of the Nagar Parishads (Municipal Councils) and Nagar Panchayats. Established in 1965, it functions under the Maharashtra Municipal Councils, Nagar Panchayats and Industrial Townships Act, 1965. From 1993, an IAS officer functions as the Director & Commissioner of Municipal Administration. 

The main objectives of the DMA are to help Urban Local Bodies under it take policy decisions, to keep tabs on the functioning of the Nagar Parishads and Nagar Panchayats, to implement various projects of Nagar Parishads, to allocate funds for these projects, to monitor census and election-related work. It is also the nodal agency for implementation of the National Urban Livelihood Mission. 

Nagar Parishads are categorized on the basis of population. Seventeen Nagar Parishads which have a population of one to three lakhs are in the `A’ category. Seventy-five Nagar Parishads with a population of 40,000 to one lakh are in the `B’ category while 146 Nagar Parishads with a population of 25,000 to 40,000 are in the `C’ category. There are 133 Nagar Panchayats in the state which have a population ranging from 25,000 to 40,000.

The Maharashtra Municipal Councils, Nagar Panchayats and Industrial Townships Act, 1965 also lists out other responsibilities for the DMA. It is supposed to be a link between the state administration and the Nagar Parishads. It oversees the functioning of the Nagar Parishads and even has the powers to order an inquiry.
