National Urban Livelihood Mission (NULM) implemented in 259 cities in Maharashtra

The NULM is a scheme of the Ministry of Housing and Urban affairs which aims to reduce poverty and vulnerability of the urban poor households by enabling them to access gainful self-employment and skilled wage employment opportunities. 

The nodal agency for implementing the scheme in Maharashtra is the Directorate of Municipal Administration (DMA), a wing of the Urban Development Department.

The scheme which basically helps hawkers by facilitating access to suitable spaces, institutional credit, social security and skills has been implemented in 259 cities across Maharashtra.

The mission also aims at providing shelters equipped with essential services to the urban homeless.

NULM components: 

1)Social Mobilisation and Institution Development:

NULM helps form Self Help Groups of urban poor which can avail bank loan on 7% rate of interest. An additional 3% interest subvention is provided to all women SHGs who repay their loan in time. Thus, in case of timely repayment, effective interest rate would be only 4%.

2) Employment through Skill Training and Placement:

 NULM aims at skilling of street vendors, support for micro-enterprises development, and their credit enablement.

3) Financial Inclusion and Micro Enterprises:

The urban poor who wish to set up their own self-employment ventures/ micro-enterprises can avail bank loan on 7% rate of interest. An individual can be given bank loans for projects up to Rs 2 lakh for setting up of individual micro enterprises and for a group of urban poor, bank loan is available for projects up to Rs 10 lakh.

4)Support to Urban Street Vendor: 

It also supports development of vendor market, vending zone and informal sector markets with infrastructure/civic facilities such as paving, water supply, solid waste disposal facility, lighting, storage space etc.

5. Shelters for Urban Homeless: 

NULM also provides financial support to ULBs for construction as well as operation and management of permanent shelters for urban homeless. The shelters have piped water, electricity and toilets so that the urban homeless in our cities live a dignified life.

6. Capacity Building and Training:

Mission Implementation Cells are provided according to the population of the town/city which try and involve as many people as possible in the NULM schemes.
